

Time-Lives-Cost Decision Support Tool
NBS Enterprises Introduces Decision Support Tool: Time, Lives, Cost (TLC)
NBS Enterprises has developed a decision support tool named Time, Lives, Costs (TLC). The TLC advanced algorithm
tool suite combines performance analysis and optimization simultaneously to automatically deliver a recommended
course of action to a decision-maker. TLC also encapsulates semantic nets which associate physical objects and
decision processes for missions such as ant-terrorism.
TLC has been deployed in the DoD, Intelligence, and Space Community for the last decade. Utilizing semantic nets,
comprehensive performance analysis and optimization, results are delivered in seconds, producing significant time and
cost returns on investment to its end users. For military applications, where soldiers are put in harm’s way, the tool suite
can save time, lives and cost, thus, TLC.
The decision support tool suite has been implemented successfully and applied during negotiations for Strategic Arms
Limitations, Anti-Terrorism concepts, and Air Defense initiatives. The TLC tool is capable of providing important
analytical forecasting for both government and commercial customers.
Applications of TLC allow NBS to deliver significant returns on investments to our customers. Our mission statement is
to embrace and to enhance, but not disrupt current working environments. We are able to assess and compare
technology alternatives and improve performance while avoiding future cost increases.
Further, NBS has enhanced the core delivery capabilities of TLC and is now positioned to enter the commercial
marketplace.

optimization of designs, analytical forecasting of necessary design enhancements, and automated courses of action to
assist with management decisions.
In order to customize the TLC and to access the World Wide Web, NBS and Ranked One have collaborated to design an
interactive means of combining and processing large data sources. Our DSS Application uses .NET Web User Services,
which runs on the Windows platform and integrates with any and all systems which clients have in place. Using .NET
Web Services, the interface is used as a web or mobile application, and it runs on any browser-based system. It can also
be integrated into any COTS or proprietary system that already exists at an Agency and is running on the Microsoft .NET
Platform, such as Content Management Systems (CMSs), Enterprise Resource Planning Systems (ERPs), and Customer
Relationship Managements (CRMs).
The comprehensive solution permits a collection of data from an unlimited number of systems and data streams. The
streams are subsequently parsed and passed to TLC for decision support applications.
